Who really does the hiring and firing in New Zealand Government?


Who actually does the hiring and firing of those entrusted to protect the Real Sector?
I present you my questionings of our Government via the Official Information Act in regards to the hiring and firing processes of our public service. It is quite clearly evident that our elected representatives, when not in collusion with them, play a role of ceremonial token gesture to global executive recruitment agencies and other corporate top heavy institutions who's interests may well be that other than longterm peace and prosperity of all in our nation, but only short term gain for foreign interests.
I believe there is a strong case to suggest there has not been a true change of government in this country since we were liquidated as a nation in 1961, and a foreign trained Economic Advisory Board imposed upon us that has remained very much intact behind the diplomatic curtain, thus even when a non foreign monetarist aligned Government has been at the helm, they have been powerless to stop those in the bereaurcracy co-operating with them to achieve their aims under the guise that is international law, law that is dominated by international money.
It is clearly evident that Annette King, the Minister of State Services at the time had not a clue of what she had signed off on, or if she did she has told several untruths in regard to Hudsons Global Resources and the Leadership Development Centre not being involved in Government appointments;
I sent this email to the Prime Minister 16 May 2007;
Regards Prime minister,
I am seeking information in regards to the time at which you, or any elected minister gets involved in the hiring of public servants, economic and social policy advisors etc to the treasury or advisory institutes of the Department of the Prime minister and Cabinet.
Specifically the rolls of Hudson global resources etc, Leadership development centre and Cerno. Specifically at what stage of state sector employment vetting does an elected member of the NZ house of representatives become involved.

I received a letter in the mail from the Prime Ministers Office 24 May 2007;

On 30 June 2007 I received in the mail a reply from Annette king, Minister of State Services,
dated 27 June;
Dear Mr Parker
Official Information Act Request re Hiring Of Public Servants
You have asked fro information about the time in which the Prime Minister or any elected Minister gets involved in the hiring of public servants, economic and social policy advisors etc to the treasury or advisory institutes of the Department of Prime Minister and Cabinet. Specifically the roles of Hudsons Global Resources etc, Leadership Development Centre and CERNO. Specifically at what stage of state sector employment vetting does an elected member of the New Zealand House of Representatives become involved.
Public servants are employed in the departments of the Public Service and the State Sector Act 1988 gives the responsibility of appointing them to the Chief Executives of each department. Therefore, for example, the Secretary for the Treasury and the Chief Executive of the Department of Prime Minister and Cabinet appoint employees of their respective departments. 
The State Sector Act 1988, in section 33, specifically states that the "Chief Executive of a department shall not be responsible to the appropriate Minister but shall act independently" when making decisions about individual employees, including on matters relating to appointments.
The State Services Commissioner has the responsibility for appointing Chief Executives of Departments in the Public Service. The process for appointment is prescribed in section 35 of the State Sector Act 1988.
In Subsection (2) of section 35 the Commissioner, where there is a vacancy or impending vacancy, "shall-
(a) inform the Minister of that vacancy or impending vacancy; and
(b) invite the Minister to inform the Commissioner of any matters that the Minister wishes the Commissioners to take into account in making an appointment to the position."
Once the panel to appoint a Chief Executive has carried out its interview function it deliberates and the Commissioner is required to make a recommendation to the Minister for an appointment.
The Minister refers the recommendation to the Governor-General in Council, who can accept or decline the recommendation.
I enclose a copy of section 35, which sets out the statutory requirements for appointments and a diagram that explains the appointment process and the stages at which Ministers are involved. (No appointment recommendation has been declined by the Governor-General to date.)
So in relation to the Public Service, it is only in respect of appointment of Chief Executives that Ministers become involved.
As for the involvement of the organisations you mention, Cerno Ltd is an organisation that the State Services Commissioner uses in the Chief Executive appointment process but neither Hudson nor the Leadership Development Centre are involved. (Enclosed, for your information, is a printout from the Leadership Development Centre website that sets out the Centre's functions.)

Please find attached a list of contractors, being individuals with whom we have contracted consultancy firms and companies together with information about the type of service and actual cost of the service. The list begins from 2003/04. We changed our finance system in 2003 and we are unable to readily access similar information prior to 2003/04. To provide such information back to 1984 as requested would require substantial collation or research incurring significant cost which you would be liable to meet.

Who are The Leadership Development Centre?
The establishment of the Leadership Development Centre signals a new approach to senior management development for current and potential senior leaders in the public sector based on new standards and new delivery arrangements.
The Centre provides directly to chief executives, , and HR specialists from our .
The Centre is the principal delivery organisation for senior leadership management and development in the public sector, delivering the Public Sector Advanced Leadership Programme on behalf of the State Services Commissioner.
The Centre's services range from Information and Advice at both personal and agency level, to Diagnostic Tools and light and in-depth .
